Is it absolutely necessary to use a primer on a metal patio set especially if the paint is in good condition?

Esentially I’m repainting a patio set. The paint on the old set is in decent condition for it’s 10 yo age. It is a black set. The black paint was flaking in some areas therefore I used a wire brush on my drill and removed the rust and flaky paint. I also scratched up the paint a lot so that there is no gloss. Is it necessary that I use a primer regardless? I’m using rust-oleum spray paint.

At least prime the bare metal spots.
